I have 4 Chihuahua's including a Pepper. They all know they have to share mama and each will get their turn. If one tries to push the others away then that dog has to wait until last for their hug. They know the ruteen so well now. The first to be sat at my feet gets the first hug and so on. No one wants to be last so they sit patiently and wait.
If Pepper is being aggressive I suggest you get her into obedience classes right away. She has to know you are in charge and not her.
It's just all a matter of training.

Perhaps she's the dominant female in your house? Either teach her to sit and insist on her sitting before she receives any attention, ignore her when she does this, or just let her carry on. If she's top of the pecking order then it's perfectly natural for her to do this and won't mentally scar your other dogs or anything if you just let this happen and will probably keep peace in the household as she won't feel that the other dogs are challenging her authority. 'Tis just how dog society works.
